How we measure
A placement is not the same thing as an outcome.
Counting adoptions is easy and slightly dishonest. A dog adopted in March and returned in June has been counted once and helped not at all, so we track the twelve-month retention of every placement instead — currently 96.2%.
We also publish the numbers that do not flatter us. Median time from intake to placement rose eleven days last year as we took on more medically complex cases; average cost per dog rose with it. Both were deliberate, and both belong in the report.
Where a program underperforms its target for two consecutive quarters, it goes to the board’s program quality committee for redesign or closure. Two initiatives have been closed this way since 2019.
Beyond the numbers
The outcomes that never appear in a total.
A county that opens its first low-cost spay clinic does not show up in an adoption figure, but it changes intake pressure for a decade. Nor does a shelter director who finally has a relief plan for a hoarding case, or a foster who becomes a veterinary technician because of a dog they kept alive.
We fund those second-order effects on purpose. They are slower to measure and they are the reason the numbers above keep moving in the right direction.
